JUST SAY NO to House Bill 1368!

House Bill 1368 has been removed from legislation by it's sponsor. It never made it past the "Committee" phase. Thank you to everyone who did their part to defeat this bill.


What is HB1368?
    HB1368 is a bill in the Virginia General Assembly House of Delegates that, if passed, would likely shut down many amateur athletic programs in Virginia, from Little League Baseball to high school football to adult soccer. The bill, innocuously titled the "Home Serenity and Tranquility Act," proposes that no athletic facility adjacent to any residence shall allow competition before 8:00 AM, after 6:00 PM, or at any time on Sunday without the unanimous written consent of affected homeowners.

    The bill is currently in the House Committee for Courts of Justice.
Why should I oppose HB1368?
    The vast majority of adult players, youth players, parents, and officials work and/or attend classes Monday through Friday during the day. As a result, the time constraints set forth in HB1368 and the "unanimous written consent" clause would force athletic leagues to schedule all games on Saturdays. There simply are not enough fields, officials, or hours in the day to meet the demand in such a scenario. Many leagues would be forced to cease operations, and even those fortunate enough to have access to fields unaffected by HB1368 would see a dramatic increase in competition for the use of those fields.

    Clearly, homeowners should have a reasonable expectation of "serenity and tranquility," but HB1368 goes far beyond any reasonable expectation.
What can I do about HB1368?
    - Contact your delegate and let him or her know that you strongly oppose HB1368. Provide a supporting argument, such as the one above. If you don't know who your delegate is, you can find out at http://conview.state.va.us/whosmy.nsf/main?openform. The two Richmond-area delegates on the Committee for Courts of Justice are Bill Janis and Katherine Waddell; if you are represented by either, it is especially important that you voice your opposition so HB1368 can be killed in committee.
    - Contact the Chairman of the Hose Courts of Justice Committee and let him know that you strongly oppose HB1368. Provide a supporting argument, such as the one above. The Chairman is Delegate David B. Albo. His contact information can be found at the Virginia House of Delegates website.
