CVSA Pass & Roster Policy
PLAYER PASS & TEAM ROSTER POLICY FALL & SPRING SEASONS CVSA Team Captains: There has been much confusion concerning the handling of players attempting to play in CVSA matches without valid player passes, as well as teams not using official rosters. The following policies are in effect for the Spring and Fall seasons, and have been forwarded to our referee organization, the Old Dominion Soccer Referee Service (ODSRS). All teams are responsible for familiarizing themselves with these policies. In general, the intent of these guidelines is not to impose unreasonable restrictions upon the teams, but to ensure compliance among all teams regarding player registration. All players need to be registered for insurance purposes, to protect the league, the referees, as well as other players. Standard penalties have been recommended for each type of offense, and will be enforced at the discretion of the CVSA Board to discourage the use of unregistered players. Since we all have joined the CVSA primarily to play soccer on Sundays, our mission as a league dictates that whenever possible, a scheduled match should be played. The team captains and referees are not responsible for interpreting the bylaws of the league and therefore should not be put in a position to decide whether a match should be played or not. The CVSA Board is responsible for reviewing each situation and determining the outcome based on the guidelines stated below. As always, a team has the right to appeal a CVSA Board decision. I. Player does not have a valid player pass
A. The player’s name and SSN must appear printed on the team’s official roster. This serves as proof that the player is registered and is therefore insured. B. The player must present some form of photo identification (driver’s license, military ID, passport, green card) that corresponds to the entry on the official roster. The referee should note on the game report what type of ID was used. Under no circumstances should a player be allowed to play without proof of identity. C. The opposing team captain does not need to be informed of the situation, as there are no grounds for protest. D. A $5 fine will be imposed for each match in which a valid player pass is not used.
B. Each player must present a valid player pass that corresponds to an entry on the unofficial roster. This serves as proof that each player is registered and is therefore insured. C. The opposing team captain does not need to be informed of the situation, as there are no grounds for protest. D. A $25 fine will be imposed for not using an official CVSA roster. E. In the absence of valid player passes for each player, the game should be ruled a forfeit, as there is no way to validate whether the players are registered (i.e. insured) or not. If both the referee and the opposing team captain allow the match to be played, then each player must present some form of photo identification (driver’s license, military ID, passport, green card) that corresponds to an entry on the unofficial roster. The referee should note on the game report what type of ID was used. Under no circumstances should a player be allowed to play without proof of identity. F. The CVSA Board will investigate any unofficial game report to verify that each player is registered with that team. If it is determined that a player is not registered with that team, then that player will automatically be added to the team’s roster (for invoicing purposes) and the game will be ruled a forfeit in the standings (both teams are still responsible for the referee fees). The original result can only be restored if the player is eventually registered with the offending team (before the Roster Freeze Date for that season), in which case an additional $25 fine will be imposed.

In the absence of a valid player pass, the player in question should not be allowed to play, as there is no way to validate whether that player is registered (i.e. insured) or not. If both the referee and the opposing team captain allow the added player to play, then the player must present some form of photo identification (driver’s license, military ID, passport, green card) that corresponds to the hand-written entry on the unofficial roster. The referee should note on the game report what type of ID was used. Under no circumstances should a player be allowed to play without proof of identity. F. The CVSA Board will investigate any modified roster to verify that each added player is registered with that team. If it is determined that a player is not registered with that team, then that player will automatically be added to the team’s roster (for invoicing purposes) and the game will be ruled a forfeit in the standings (both teams are still responsible for the referee fees). The original result can only be restored if the player is eventually registered with the offending team (before the Roster Freeze Date for that season), in which case a $25 fine will be imposed. In the event that a player is allowed to play without any form of identification, the game will be ruled a forfeit, as there is no way to verify the identity of the player. In the case of a forfeit ruling by the CVSA Board after a match is played, both teams will still be responsible for the original referee fees since the match was played under the assumption that both teams were legitimate. Only in the case where a forfeit is awarded and a match is not played will the team in compliance not be responsible for the referee fees.
